I was able to get the design to run using 8.D.2.7. Looking at your screen shot I see the layout shows a buffer up of 1x (default) and in the properties a buffer up of 4x. Both values worked for me. Please have a look at the attached design and let me know if it is still not able to run.
Your attached design works fine for me. However, I still get the error for a layout made by myself, which looks no different from yours. The error occurs whenever I try to modify the bufferUpFactor parameter. I have attached the layout here.
I was able to run your design and modify the BufferUp/Down factor without any issues. Perhaps check that you using the latest version of Designer 8.D.2.7, and build the system from scratch to see if it can be reproduced.
Thanks for your reply. After some exploration, I found that the problem may be caused by some conflicts between our internal MATLAB project and AWE Designer. For example, if I first load our internal MATLAB project, and then open AWE Designer, this error happens. If I open AWE Designer without loading our internal MATLAB project, then there is no error. I have not figured out the exact root cause yet, but those are the phenomenon that I found.
