'Module Pack Creator Wizard' under 'Tools' is greyed/inactive

Hi,

       I am using licensed AWE Designer Version: 8.C.1.3.B Pro, and trying out custom module writing. The Tools -> Module Pack Creator Wizard  is greyed/inactive. Any idea why this could be. Am I missing something? Please help.
